I read the list and it reads to me as a toxic table thats been bullying and mistreating the DM and the DM trying to set boundaries based on past consistent problematic behaviour.
When what they should do is *get new friends.* That's a shitty table to play with and they dont need to enforce punitive rules for their players acting up, they just need to full stop set boundaries by respecting themself and getting a whole new table. I've played at tables with players like described and one of my favourite DMs did soft ban Guidance because how toxic players could misuse it or make other PCs at the table as useless (just their own rolls & right after another player had made the requested check, not because they failed but to beat their roll by a lot).
The thing is you don't need all these rules if you curate your table to be fun, respectful and not asshole players. But I've also staid playing with toxic people just because I was afraid if I didn't, I'd have no D&D at all
But I feel bad for DM that they felt the need to make these rules

Agree with Eric on the AITA. A lot of the rulings have some kernel of relevance but the list maker's presentation of them is extremely combative and off putting. Sounds to me like the DM is extremely D&D focused and wants to "play" HIS game while his group wants to hangout while using D&D as a vehicle to do so.
