There's a good chance he can augment his own ether affinity with modifications to his hardware though.

I love that everyone tends to mischarcaterise him as robo deadpool but in game he's actually pretty demure and polite and like, very anxiety driven, the wise cracking is just incidental because everyone in the cast is a bit wise cracking.
His emotions just run at 100% the entire time and he tends to over emote because hes aware in itself his face ain't very expressive and he gives off the wrong impression. People on the street think he's a shady thug and shit talk him behind his back, and cops often interrogate him if he's out alone too late at night as if he's up to no good...
I remember on one of Anby's trust events her telling us a story on how Billy threw away some important documents that were worth a lot of money for Nicole (it was actually an IOU but he misunderstood what she meant by "worth a lot of money" out of context), and he was considering selling himself in the black market to get that money back and freaking out over it really badly so she had to go out to search for the paper.
When you contact him he's always self reassuring himself like "oh, it was a joke? Sorry i misunderstood" "You're complimenting me? I'm so flattered!" "Are you asking me out? Wow, it's an honor!", also, he uses emojis with you.
Despite his appearance, also, he loves classical music, and uses it to sleep because he finds it relaxing and elegant.
He cannot eat but he still goes out and orders food to not feel left out, he also enjoys making people company.
He's such a sweetheart of robot guy!

@@masaldikun like, i've seen it quite a lot of people characterizing him as the wacky wahoo robot dude of the party but like, 5 minutes with him on his trust events show how low he thinks of himself, how grateful he's is of being regarded by his friends and how utterly cute he is! He IS a combat robot but at the end of the day he's also just a guy!
