Saruman didnt create Uruk-hai he just bred his own type of them.. They existed far before events in Two Towers, and also lots of bad questions.. Faramir lives, Witch king etc..
I do think the Uruk-Hai were created by Saruman, (Orc-Human hybrids) the first Uruk were the Black-Uruk, but this is a different sub-species from Uruk-Hai..
7:18 you can hear Gandalf and Radagast talking about the The Witch King of Angmar, also calling him a Necromancer... he was also one of the 9 (Nazgûl) and Yes before that he was a human.. that question was foolish and mis-guiding.
The Witch King was NOT the Necromancer. Although Gandalf might have thought the Necromancer was a Nazgûl at first. He later found out it was actually Sauron himself.
Faramir and Bilbo both survive, and also the Witch King was one of the 9 who indeed was human but then became Nazgul.
