No, it's not. Even though it was also my assumption at first. I didn't include this in video, but I tried to restore the folder with positive size, and it also gave me the "incorrect parameter" message.

Task Manager could not start since It's the modern more unstable task manager. Dave made the OG Win95-Win7 Task Manager. Which had some cool features, like holding down F5 reloaded the task manager as fast as possible, while the new one is throttled to around once every 10ms or something like that.

The random parts in the file name are indeed random. It can't be a simple hash of file metadata because you can delete multiple files with the same name and modification date. I've also heard anecdotes of Recycle Bin failing when deleting 100k or files which would be in line with name collisions from the RNG.

Another way to have raw access to the recycle bin: use 7-zip's file manager. Run it as administrator, then navigate to the $Recycle.Bin folder, and it's done.

Maybe you can bypass it by faking parent process, or injecting DLLs into another process and starting yourself from there

Another way to avoid this is through utilman. It doesn't have any timeouts and you can even invoke it inside the UAC "secure desktop"
