better question is not why clay shrinks or swells, but rather why are builders allowed to use outdated and failed building techniques over and over again to save costs at the expense of their customers?
Short answer: Mother Nature and Father Time will always win. There are ways to mitigate expansive soils that keep damages low but stopping a geological phenomena like expansive soils is like trying to stop a hurricane and tornado. I hope this helps.

Foundations can be reinforced and lifted to do the same.
