    3 consecutive fouls is -15 points, it's not a re-rack in 14.1.

the rules for this event are probably known by the ref/players. However, we can see where there's confusion as the BCA claims incoming player has choice, and WPA says just re-rack/rebreak. Growing up, i played the 're-rack' rule, sometimes taking the 3 fouls to force the re-rack/re-break is better than giving your op a start to a run. This is in Europe, so they most likely have their own rules.

Yes it's the WPA rules so it's a rerack.

There are many young talented pool kids. But to really make it to the top is an other story, only few achieve. Requires lots of dedication, time, talent and practice. As we all can see Fillers game back then was unpolished and not much better then the average amateur pool player. But he played like that aged 12, where others play like that who are older.
Many players with real passion for pool could reach the top levels if they would put in the money time and effort and get the proper support. You need to have the luck to be in the right circumstances and in the right environment to grow to the top.
It is the same with plants. The seed can be strong and genetic optimal. If there is no soil to grow on and no constant feeding and watering and sunlight, in other words good conditions during the plant's lifetime, it will not blossom to its optimum.

That "just like an average pool player" beat a work champion in a tournament at that age.

The rules were applied correctly. It was according the rules used during that tournament. So, obviously there was also no protest from the players.
