Technically the GTA character with the highest value of all the games is your GTA Online character. This is because after you max your health level, you can buy the Juggernaut outfit, which is actually just a high amount of increased health(I think it’s 1000-1500 extra health) that goes directly on top of your current base health. Not to mention that you regenerate your health after it’s low enough.
In GTA IV there's another way to heal without calling an ambulance, you can hook up with Carmen on the internet. If you advance your relationship she offers one heal a day through phonecall

bro have you even played GTA VC?? this is a common thing in GTA VC Vehicles which are in your viewing angle are the only vehicles which are present in game and all others are must gimic when you turn your camera, all others vehicles disappears except those which are either the part of mission or available in the game's memory like vehicles parked in garage
