This is a mod. He wasn't actually in the game because of the legal issues surrounding his creation. It's a shame, too, I really think that graggling could have made an interesting mechanic in Hit and Run.
It's so sad that Graggle's voice actor died right after the game was completed, making this game practically a tribute to him, the devs were so depressed after this that they deleted him from this game. Thanks for uploading this footage of the rare Deluxe Edition of Hit & Run. Not everyone knows Graggle was always meant to be in the game from the start. He can be unlocked in all PS2 releases with an Action Replay. The Gamecube release cut him out entirely, except for a few sound files.
Imagine if we got two homer levels instead of this, yes homer is an important and arguably the main character of the series, but introducing the game with Graggle a fun way to begin the game, and it's nice to see him take the leader role instead of the sidekick.

Make an alternative version using deep learning of Jeffery Epstiens voice, either use a premade one, or maybe use clips of him talking. I know thats a lot of work but it would be funny
If there’s ever a remaster of this game, I think it’d be pretty cool if the crew acknowledges the Graggle meme and has him as a secret playable character.

I always thought a lot of the comedy from gunchel comes from how completely unnecessary he is. he never says or does anything that adds anything of real substance or value to a scene. great to see the devs captured that perfectly by just making him state exactly what is happening in plain language
