Three part tarrif is mostly used in India..
According to me sliding scale tarrif is best among bcz
If we could increase awareness in society about discount they will get in bills by using good pf loads, then people will get greedy for discount and will start using good pf loads....
And if such demand increases in market, then companies will also try to improve PF of their appliances..
