Rhapsody's ult prevents damage, legionnaire's ult kills if below an amount of damage, it doesnt deal damage.

Don't forget the treadswap of his steamboots giving him the necessary amount of mana to use his q.
If he didn't kill the enemies by his q, the tempest' s ultimate wouldn't be enough time to kill three heroes by autoattacks!
