As fuel consumption is a function of governor height and which in turn is a function of r.p.m of the bevel gear, then adding a dead mass will interrupt the fuel consumption ratio.

So, a dead mass is added thereby making our porter governor overcome that insensitive zone. Then we have a proell governor, which is just a modification to the porter governor.
