One reason why things are different in US is separation of powers are clear. Unlike in India where police comes under Home Minister and directly controlled by a politician, here in US police comes under district attorney who are totally independent of politician. This is the reason why you read news about Governor or Senator getting traffic ticket/fines when he/she violates the rules. In India there several reasons for the mess. Over population (a place where 1000 people should live there are 100,000), lack of accountability and lack of discipline.
