In the books she did this to herself on the way home from the first Halo. More or less, she'd spin a copy of herself, with her existing degradation glitches, and that copy in turn would have it's own degradation glitches, making it exponentially less effective per copy.
But it's also the books, so, take it how you will

Kalmiya was created... like 11 years before Cortana and was, in short, a prototype for testing programs that Cortana herself would eventually have such as her infiltration programs.

Wait so that’s actually the sister in Halo 5 scene with Halsey?! First time I’m knowing about this. But who’s The Weapon then? Must be the copyrighted version of Cortana when either she had split the personalities and this particular one disappeared or Halsey made the choice to do it so Chief has another companion

Kalmiya isn't in Halo 5...?
The Weapon was created after Halo 5, from the remnants of the Cloned Brain Halsey originally used to make Cortana 8 years prior (give or take).
