Some of the machining is a bit tricky, but if that clevis was a casting that just needed some clean up, it would be much simpler. Most of the rest of the machining is simple cuts. I would say that someone with average abilities should be able to do this, and very little of it is so dimensionally critical that one mistake and it's all scrap. Worth bearing in mind that the first time anything new is made, the making process can look a bit chaotic just because the maker is trying to work out a good way to produce the part (and what you are seeing in the video is that first time).
What a great little tool. Gone are the days of off center tap threads.
I've used it a couple of times now and it makes things a lot easier.
Universal heads are awesome, still trying to find one for my mill that won't cost an arm and leg.
