She's trying to scare the people out of there so she can call the cops, and tell them hes running customers out of there. She has probably had someone recording in there, and called the cops. They probably told her there was nothing they could do unless its effecting operations.

That's not a traditional public forum. Sean's days of filming in places like these are numbered. He has become a damn good salesman and is quite convincing, but social security offices and DMVs are not traditional public forums, and his 1st amendment doesn't have exclusive protections inside. Time, place, and manner does not exist in a place that houses and protects this type of information. There is no "tHeY nEeD tO cReAtE ThE pRiVaCy" bullcrap. They can trespass him and remove him for recording in areas where the public is allowed, even if he's not committing a crime. You people need to ACTUALLY do research and not believe snake oil sales auditors like Rogue Nation and Direct D who have done nothing but fail, fail, fail.... She was only informing them that he was recording so that they could protect their information. It didn't sound inciting, at least at first. The fact she continued speaking loudly, implying that she was in the right for trying to protect their info, it gets muddy. But I do not think it would've applied under the Bane Act, anyhow. Asking someone to stop recording isn't a violation.

The DMV manager was her own worst enemy. The more she talked the more she realized that she was wrong. She actually surrendered pretty quickly when she realized that she was the only person in the room who was concerned.

She knew from the start what was going on, she simply tried to make the auditor feel uncomfortable to make him leave. They even have a prepared speech for these occasions. Final proof if you need one : after trying everything, she said you're free to record and immediately turned her back and didn't call the police.
The lady at the DMV who made her loud announcement trying to incite that was ridiculous! The people laughing at her was priceless.

The only part that isn't public, is the area behind all closed doors that limit access to the actual inmates. Its called state property, but legally it's public property with access able to be had by the annoying public, as long as it isn't secured by lockable doors or fences, mostly.
