Looking at the two bells, the single stroke uses .17A while the vibrating uses .06A (Like the high-output 450D horns, more amps = more loud). That is why I'd assume that the single stroke sounds louder (although it could just be the differences between the mechanisms)
I agree with you, I think it’s a mix of both, because the striker for the single stroke bell is almost 3 times the size of the striker inside the vibrating bell. I bet it needs those extra amps to push that big ole thing.
