I think that his story is that he's a red shelled Lakitu and he's the only Lakitu without a cloud. Because he doesn't have a cloud all he does is play sports and race in karts while the Lakitu that does have a cloud is the referee.
Fun Fact: Lakitu in Mario kart 7 sounds way different then in Mario kart 8 deluxe when he flies he makes hee hee he hah sound BUT in Mario kart 8 he makes ya ha sound effect Watch carefully and you know what I mean
The Lakitu that counts down the race and picks up the drivers has a green shell, so I'm assuming that this one has a red shell so it would make more sense for two of them to be in the same place.
Lakitu was a character I never thought to see as a playable character in Mario Kart!
