Hi 👋🏻. For a female solo traveler it might get a little unsafe if she isn't dressing conservatively. That means it's best just to wear pants that aren't tight. Loose pants or jeans are best that go all the way down to below the ankles. Shirts or blouses should cover the whole chest area. Cover your head with a scarf or some head covering as Indian 🇮🇳 women do when entering a temple. India is still very traditional in that sense. It's better for a woman to have a travel companion in India but if she just goes to highly spiritual places like Rishikesh (Tapovan, Laxman Jhula and Ram Jhula areas), Varanasi, Pushkar, Jagannath Puri, Gokarna, etc.. alone, most probably she'll be fine but no guarantees about that anywhere in the world. Some places are just much safer than others around the planet.
