The E3 error code occurs when the unit is overloaded. If that is not the case then check the hall sensor to make sure the connection isn't loose or become disconnected. If it is damaged replace the hall sensor. Check the motor terminal connections and contacts for damage. Check the stator and rotor for damage. If everything checks ok then you will need to replace the control board.

I believe he meant .45
You can check your tech sheet for the correct readings. Not all models will read the same.
Meter shows blue and yellow at .456 volts
What is your model number and the issue you are having with the unit?
On the video when the drum comes to a stop the meter shows .456 volts,not 4.5 volts
If it does not settle on 4.5 volts after spinning the tub then you would need to replace the speed sensor.
On another comment you said to check the tech sheet because the correct value could vary by model.
