The problem statement here sounds like a purpose statement. A problem statement informs us about what the problem is, why is it a problem, what we know about it, what we don’t know, and what the researcher wants us to know. Thus the name "PROBLEM STATEMENT"

I am a bit confused, this sound like a" what you will do in the study" but the problem statement usually has the "why" you are doing, so why you are undertaken this study ? what problem you are solving, in the case you mentioned for example problem could be " there are more dropout of males than females in research course at UIP" . After this then how to you go about it (describe and compare) ! please let me know if i miss understood!

My field is Public Administration (General). I am having a very difficult time in narrowing my topic. For example - one topic that I am passionate about is - in just about anything is the moral duplicity issues surrounding it. - Moving beyond the moral duplicity issues of Public Administration.
All very good information, thank you for the valuable share. I suggest to my MBA students for Directed Research to make parallels of the Problem Statement to a good business Vision statement. Both have to be visceral and real. Research definitely means cutting the cords of extrinsic motivation and finding your own interests and purpose, set your own standards. The penultimate "Create" level of Bloom's Revised Taxonomy of Cognition, plus passion. The problem has to mean something to you.
