That’s within the canon of their own verse, “being as strong as he needs to be” isn’t really considered unless that is directly stated or shown in the manga/anime. Saitama has growth, which increases when in bursts of emotion, not instantly becoming stronger than his opponent. Goku also has growth with saiyan biology. Vegeta fought for like 3 seconds and statutes that his form mere minutes ago was nothing compared to him now.
