its called "fake out" it happens in some gatcha games as well,basically the summon animation is normal but you can still get some good stuff or the featured one

Woke up, got 15 rubies after my abysmal placement. I fired the pipe the first two times, got a koopa car and a baby mario, my final one which I just tapped through as it was a green pipe, I was taken aback when I saw the star, thinking I was getting rosalina or something like that, but no I got High End King Boo
I had to empty out my pipe as well. Rainy balloons and King Boo were within the last 10 pulls of the 100 pipe. There goes my $$$. But hey, is creators gotta do what we gotta do right? 😅✌️
I had like six Rubies and I went for the five gem pipe and I got a golden one and I was like it’s not gonna be one of the spotlight characters and it was the vehicle on the spotlight
I literally got all the spotlight itemes (King Boo...) but on Witch Rosalina's pipe for free! All I wanted was Rosie in a witch outfit... I'm not going to complain tho! ✌

I tried to get him with the 90 rubies I saved up. I ended up pulling his high end car and another high end car in one 10 pipe. I’m f2p and I have 4 high end cars, 1 high end glider, and no high end characters. My account sucks
Your account doesn't suck, as long as you can get the grand stars on most of the courses every tour than that's all you need in this game really. That, and getting a high score on the cups that are used during the ranking periods.
