you currently have 4 options to play this game:
1. playing in an arcade (if you live in JP/KR/US)
2. to play officially in your computer on e-amusement, you have to pay a monthly subscription (I think 15usd) and buy quite expensive packs if you want to unlock all the songs
3. you can play the legal "plagiarism" games (K-shoot mania / USC)
4. and the last one would be to play from an emulator like Spicy, this would be the most recommended but at the same time the most tedious in terms of updating patches and also because it's quite illegal
