What i think is Zhongli had already figured out how to unlock the puzzle a long time ago, but in doing so it would mean the puzzle would not exist anymore. So to keep the memory of his dear friend Lady Guizhong still alive in his heart, he does not solve the puzzle. Hence the name Memory of Dust.

probably one of speculation of the deal between Tsaritsa and Zhongli is that Tsaritsa claimed she can revive someone using Khaenri'ah Magics. (Sorry if this doesn't make any sense , I swear it looks wayy cooler in my head lol)
