So how did the gas prairie tractors signal. Did they use some other kind of horn or whistle?

Eye contact, gestures, hand signals, yelling at each other. Same way as with a steamer - the whistle is just a safety announcement to others - not really communication between those doing the work except in an emergency on the engineer's end of the operation.
