Also, where did tightrope get these airplanes? Are they part of the "mark target" ability? Am I missing something?

Mark target gives you a spotting plane that gives you vision on your target for the duration. Can be shot down as usual.

I didn't know that Partisans have so many upgrades and abilities. Very good commander. All the attributes are usable easily. Very good game as well.

I feel like partisans were really done dirty with the last patch. They were already niche enough before as a "Manpower call-in" but now those upgrades and timings make them feel worse...

Yeah they feel a touch too weak pre upgrade, makes it harder to be flexible with builds
