What does the specification of the contract say about the vehicles to be supplied and to be used as ambulance? No one can say that the vehicles supplied are vans if they meet the terms of the contract specification for the vehicles. In other words the vehicles can only be rejected if they do not conform to the specifications of contract.

Ambulances are vans manufactured but turned into ambulance after medical equipments are fixed into them.
Until then, it is a mere van on the road that can be purchased by anyone at all. Research it. Don’t be a daft.
In first world countries, after their use, the medical equipments are removed from them and they are auctioned back to the public to be used as a normal van.
