Oh god, I had an experience like this. Once these 2 teamers that I killed had enough, (They had Overkill too, and I killed them.) They just added me on discord and teamed with eachother to spam insults and excuses to why they're toxic. I just blocked them because they annoyed me. I swear, the only time they killed me was when they used Elude, and teamed with eachother. (They used the laugh emote too lol.)
Pushing them to spectator is always a W, they'd rather watch you play and laugh at you than play the game, knowing they have nothing better to do now that they can't beat you.

hey man, it seems like you're having a tough time dealing with him at the start, I usually deal with reapers and targeters the smart way like using rocky, reverse, blocked, slicer, etc, and using a glove with reach abilities, stay as far as you can and juke/outsmart him with your movement and with rocky, use it to not only cure yourself but to send him to the void. That's all, hope you find this useful the next time you meet someone like him

GHOST, TABLEFLIP, SHIELD, ERROR (and only error as the other oneshots suck cuz when you kill someone they can slap you even when theyre dead, not possible with error) PUSHER and PHASE. you can also use EXTENDED if you know how to use it and your enemy isn't laggy. if you're extremely good at the game, you can use DEFAULT and perform the TOUCH OF DEATH COMBO( extremely difficult)
