It says 120V because it can run on 120V with an inductor in series. Some EU lamps say 230V, because their voltage drop is higher and the starter also needs a higher voltage to operate. These wouldn't work in a 120V country on any inductor, only on an autotransformer.
I do have one like that the daylight color that I found at goodwill those daylight PLs are 7000k If you go to Menards if you get an F32 t8 sky white ite more blue at 8000k
