Just a question, IP address are available virtually but in order to catch hold of offenders, one needs to go on their location, how the offender will be caught merely by IP address.
Only VPN provider knows which IP is first IP from where the internet access started.
But its still Not fully true. Only ISP knows the details of the end client.
