From what we see in this video from the people showing you how to make your own brushes in procreate , I believe that it is free . You don’t see any dialog box come up asking you to pay for it.
No u don’t the only thing u have to pay for is the app it’s self…. Or any brush packs that other peoples make in which some people may make u pay for them but no completely free to make your own
A lot (if not all) of the major tools on procreate have equivalents on Ibis paint and other mobile digital art apps. If you do a bit of googling you should be able to find how it works. The only thing that won't translate is pressure sensitivity (how hard you press with the stylus affecting the line thickness and opacity)

Well, in Ibis Paint X there's a circle ruler that only allows you to draw circles

Making a brush on the app if free, though some people make brushes and sell them for money but if you make them yourself it is 101% free :)

Click the wrench tool icon on the upper left, go to prefs and make sure to turn on "Light interface"
