I know several people who are struggling to renounce US citizenship here in Switzerland. The US is one of a very few countries that taxes non residents (hello North Korea)
You have to file always but you don’t usually need to pay taxes when you live abroad unless you earn in excess of around $109,000 USD as an individual - and the you only need to pay tax on the amount over that - so the vast majority don’t owe taxes to the USD, but have to file
