Evan Samson Carlsen let off the piece and tried to move it again, which is against the rules. In this game Savchenko didn't let off the piece so it was perfectly fine. It's likely nothing more than that.
I actually thought that the way he moved that piece was to throw off nakamuras clear momentum. I thought a bit more about it but, I couldn't shake the feeling that it was intentional.

Black's king is on g4, Rh3 is not even a check. In case you mean Rg3+ then simply Kh4 or Kh5.
