South Africa has a track record of not willing to arrest presidents with an (ICC) international arrest warrant against them, not willing to extradite a businessman who has been convicted of human rights violations, yet South Africa started the complaint against Israel at the International Court in The Hague. Another fun thing about the ICC? They prosecuted a journalist for whistle-blowing although the ICC has only jurisdiction for human rights violations, sexual crimes, rape, slavery etc, but she did end up in their jail although France refused to extradite her. The prosecutor that issued the ICC arrest warrant against Israel is a muslim, the Palestinians he wants are already dead. He stopped investigations against the US for war crimes citing lack of funds. And lastly States that did not acknowledge the ICC like the US and Israel should not be prosecuted by the ICC.

Because, first Iran barely pretends to be part of the international order. It's barely less reclusive than North Korea. Such a warrant would be wholly symbolic rather than partially symbolic. Second their terrorism is usually performed by proxies that we have a limited ability to prove the allegiance of. Third, despite the fact that Iran is an authoritarian nightmare state, they don't perform mass killings of tens of thousands of innocent people at a time every few years.

In the Russia case it's something that will affect what happens when the war is over. It was always political brinkmanship on ICC's part. It mostly just affects Putin's ability to travel internationally as well as Russia's ability to do business internationally.

I as a Swede, am very much for us a international community prosecuting war crimes. But of course, he and any other defendants should have a fair day in court.
