Yup, you get 90% more usage out of Preended Feathers since it's permanently active during flight. Tough beak doesn't even do anything if you're the one starting combat and 1 hit will not save you either.
is clamp + peck better or peck + stab? if u do peck 3 times it does 60 dmg, so it would do 180 while stab has a cooldown, and does 100 but ignores armor + weight
Clamp + Peck is a fun and challenging setup, Stab + Peck is a more "serious" setup when you want to be able to take bigger dinos than you including Apex tier. Anything above your combat weight is more advisable to use Stab on. Below your combat weight use Peck.
