I think the size of promo card is a throwback to the original size of card that was included with full cases back from when Pokémon was just starting in the United States. I think that they called them top loaders .
I remember the time my friend who i have known for about 6 years gave me a box with a pokeball on the top, he recently went to japan and in the box was a whole lot of gx tag team packs!! and it turns out he got the hook up and 10 of them were God packs! i couldnt believe my eyes, i though he made them himself and resealed them. i found out a year later (last week) that yeah he resealed them ;( but still epic!
ok so this reminded me of when i opened a premium hidden fates and i got nothing exept a "shiny" garchomp( one of the little cards). That was also 5 weeks of my allowance :(
