Thinking about it, the Empress herself told the Emperor that the his ruthlessness, coldness, and obsession with others maintaining facades was going to hurt the people around him, regardless of whether they were close to him or not.
He did just that... and it is probably why (spoiler warning) it ticked him off when Ruyi and Yanwan put it in his face.
