The duty of the judiciary is only to adjudicate and interpret laws. Only the executive has the power to execute projects on behalf of the other 2 arms although they may make imputes like their specifications. The constituency project allowance given to each member of the nass is an aberration.

Allocation of land to an individual or an institution has a legal agreement binding between the individual or the institution and the government. There is a window period for the allocated land to be developed and failure to develop the land within the window period , the land automatically belongs to the government.
Aisha when you collect C of O from the government, on the document it is clearly written on it that you must develop the land within two years. If you fail to develop the land, the minister reserves the right to revoke your land. Please check and confirm. Under Nigerian land law the governor or minister of the FCT is the landlord of all lands in the country, the right your C of O gives you is a leasehold for 99 years. After that period you must renew it. Wile was not wrong, he just enforce the law. Odinkalu sometimes see things that don’t exist.
