I was responding to what the dictator said about railway that for any meaningful growth railway must be funded. He expect the World Bank to fund the construction of railway in the country for his government. When he came to power through violence, there was a functional railway line with trains that ply from Kasese to Packwach. The mismanagement under the NRA/M for the last 38 now going to 39 years destroyed the railway. They destroyed the indigenous banks own and managed by Ugandans in the name of UCB, Cooperative Banks and Post office bank. This is my problem because if they had maintained the infrastructure put in place by the past governments and they added more on those already built infrastructures Uganda would be way above many East African Countries. Today we have no railway that is functional in Uganda the way it is in Kenya and Tanzania. We have no functional public hospitals in Uganda this is why leaders go and get treatment out side the country while the poor die. Today Uganda have no public transports like before, no public hospitals that the poor can go and get treatment like before. No good public schools where all the children of Uganda could go and get better education instead the UPE and USE are for the children of the poor. The rich NRA/M children go abroad for education and treatment. So whethere electricity is from 60 to 2000 mw which is not and factories from 80 to 8000 so long as it is not being own and run by Ugandans it is useless. Electricity today in Uganda is being run by a company from South Africa. Tthat is why they call it UMEME but not Uganda electricity board which was for and run by Ugandans in the 60s, 70s, and early 1980s. Banks we have today banks from Kenya and it seems from South Africa and out European countries. No bank is being own and run by Ugandans they way it was in the early days.
