Getting points for Points, Evidence, and Explanation makes perfect sense to me because sometimes there are more points available than physically possible to find when just listing points, if you understand my logic.
Yes, totally get your logic. Depends on the question and the total marks available for it. Sometimes there's a ton of marks for mentioning key bits of evidence.

I am appearing ig 1 in may 2024. I have practiced some question papers of past years and of this year's till now. One thing I noticed is that the scenarios of this year's are lengthier than the previous years scenarios
What about the fact that you can only use 3000 words. Ive done it once but couldnt see how the 3000 words limit can be followed while making all the points

You can go over 3000 words. There is no word limit
When is this new guidance be effective? Is it effective may 2024 or june

Most certainly so. You can get marks for Points, Evidence, and even Explanations. Depends on the marking scheme of course.
