He could have won by simply stopping fishing ships, he had the naval supremacy, but he made too many mistakes. Keeping everything in 1 big group was useless since Boit re-gathered fish when he moved away. Boit has 0 food and that would be his only food source stopped, and would have his own food gathering. Perfectly winnable situation. He can only make siege towers and chariots. Making little groups to stop each dock gathering for the rest of the game and make cavalry/hoplites would have won, it's ideal to have Zeus hoplites for buildings, no need for siege or advancing early to the next age. I feel a really good player could have won this game, even after the shifting sands and TC.

he didn't really, he was able to stall it out because he didn't lose too many villagers, + he had control of the water
