Perhaps the throttle needs to be pumped a few times before trying to start it, especially when it’s been sitting for a while. I’m only guessing, but wouldn’t the engine need a bit of fuel drawn into it so it could ignite it better? My dad used to have a 90s sports cruiser boat with a petrol engine, and efore we started it from cold we had to pump the throttle a few times to draw some fuel up into the engine.

I know that sound well, I still drive ours..
