1. Yes it is mandatory to get apostiled birth certificate. This is needed for legal registration in NL.
2. If you dont have one, you can get an affidavit notarized and then apostilled from MEA. This can be an alternative.

Hello Samee, I came across this institution in Chennai offering Dutch language courses www.studyinholland.nl/dutch-education/studies. (Note: I don't have any personal experience with this institution) there are many people from NL also offering language course online. That might be bit expensive.

For marriage certificate you can also get an affidavit from notary and get it apostiled.. but it varies from each municipality..

Only birth certificate and marriage certificate (If married) are mandatory to be apostillled. You can get it done from any 3rd party agencies in India. They will get it done for a nominal fee (may be 1.5K to 2K) That is better and easy option, I would say.
