I mean... to my knowledge, Mariejois is the only actual city/population living on the Red Line. I could definitely see the Celestial Dragons using a Devil Fruit to literally elevate themselves above the rest of the world.

He also wants to be able to love and care for others, which are important qualities that he believes will make him a better person
