In German we have a board game called Secret Hitler which is almost the exact same as this game, with a few minor differences. Can only recommend looking into that for anyone interested.

Correct me if I'm wrong but at 3 Sabotages the Dictator choses which ones to kill and if he finds all four dissidents, he still wins, right? And if he enacts three decrees the dissidents just get killed?
Honestly I feel like dissidents shuold get the ability to vote to sabatoge one decree if one of theirs isnt in it, With the only exception to this being if its the last one they need to win (IDK the Decree has EXTRA security preventing them from just enacting an operation)

All players vote for the president, who chooses the chancellor. President and chancellor choose the new law. Lyberals win, if they get 5 lyberal laws or kill Hitler. Nazies win, if they get 6 nazi laws, or if they get 3 nazies laws and make Hitler a chancellor. Nazi laws give powers for president, so sometimes liberals vote for them, cause this laws let them kill Hitler :) Reversed concepts are kinda strange :)
