Manage Environment Roles and users - Power Apps Security

Hola :) I have a question to the System Customizer Role. Can I recreate this role through Security Roles. Or is that not possible. does the out-of-box roles like system cutomizer and env maker have special functions that I cant recreate?

is there no difference giving *Create Permission* as User or BU or Org ? or any difference like Read/Update/Delete ? As User can create a item irespective of permission as User or BU or Org etc.
