I saw this game in person in Sapporo. The atmosphere was amazing and crowd went wild both when he hit two energy of the generator and then after concealed cards. I reckon this will go down as one of the most entertaining games in Japanese Pokemon card history.
24:21 Generator first is optimal here. The only time in which drawing 1st changes the odds of hitting Energy is if you have more ways to thin and draw into them. Because he needs Boss, Arven wouldn't count as a way to thin, so it's only Ultra Ball. Ultimately, he needs a 2-card combo off of Fleet Footed/Concealed Cards. So he could draw first, hoping to hit exactly Ultra Ball, Boss, and DTE and thinning only 1 card for the Generator, or he could Generator with a 1-card larger deck and thin out 2 Energy before attempting to draw into Boss + DTE. So overall the odds are much better if Generator is played first (still very unlikely but much better than drawing 1st).
This game was painful to watch as a Gardy player. At 21:40 we see the 5th energy and Bravery Charm drawn off of Refinement. This can be used to setup 100 damage on Scream tail which Roaring Screams for 200 onto Raichu. Counter Catcher onto the Bravery Charm Miraidon ensures that they: a) can't Rescue Board out of the active, b) will have to use a Switch card or hand attach to retreat, making DTE attach onto Iron Hands impossible, c) once you take out the Raichu they have no way of finishing off Gardevoir ex. I swear this game was in the bag for Gardy every single time, but hindsight is 20-20. Thanks for the coverage Rahul

That play would've been the worst possible attack. The Miraidon player would not need to find Boss with the Iron Hands, which means they can use Arven to find either Generator or Switch, whichever they were missing.
I know that in this specific instance, Scream Tail ended up being the "correct" play in hindsight (since if the draws didn't change he loses Fleet Footed and has to find Arven) but I think you are onto something
Because if you miss the energy you never win so hitting double energy is the most important. That's my guess at least, I really don't know what order is correct
It generally depends on certain counts such as energy cards, certain outs and cards in total. I'd say Generator first was alright. If he had used Raikou first, there would have been a chance of drawing another lightning energy, which he didn't actually need. That could have decreased the odds of hitting two lightning energies with Generator as well. Also, if you use Generator first and hit two lightning energies, the odds are higher to draw Double Turbo.
If you and your opponent are in agreement that the search is failed there's no reason to waste time shuffling, he probably said something along the lines of "I'm going to fail this ultra ball" and his opponent is already mid cut so there's no reason to go through the motions all over again
It's funny how decks that we never see in the US are always doing crazy stuff overseas.
Bo1 is goated for crazy decks. Bo3 is harder

How is fleet footed before generator good, you thin the energy to find double turbo or boss

There's some math to it but it depends on what you're trying to find first
