The op probably meant that Joe was the first you tuber to make it a challenge and post a video of it. After he posted that first video, it became an extremely popular TH-cam challenge. Joe himself said he got the idea off of celebrity juice but he was the one who popularized it on the Internet/TH-cam and jimmy did say they saw 'a bunch of people doing it on TH-cam' therefore I do think joe deserves some credit.
