How do I get ipxdmini1? It is not shown in the drop-down menu on the left of the iRepair window.
iRepair is a hardware tool, we can operate it with pc. you must a tool or any method to change Serial number of your iPad.

Yes you can. But just on supported devices, some devices also needs DCSD Cable

It's iPad Mini, you can try to put it in purple mode through unlock tool.
If you get any error, then you need iRepair tool or any (Paid) tool to change SN.
