Why would someone use HMA when you could utilize more environmentally friendly methods such as CIR using FSB and aggregates?

I think the better metric system 1 cm to 1 m is 1%

MDOT tried it for a few years back in the late 1990s. It was a challenge to say the least. Every now and then you still come across it (i.e., grams are used in density weights, etc.).
